Duties Description A. Co-manage the regional component of the DFW Bureau of Habitat (BOH) program
1. Co-manage the Article 24 Freshwater Wetlands and Article 15 Protection of Waters Programs: Review permit/project applications involving regulated wetlands and water bodies. Work with Division of Environmental Permits and others to develop permit conditions and mitigation standards; provide timely comments; undertake compliance monitoring where necessary; assist on enforcement issues; and make referrals to Legal as appropriate. Ensure timely completion of project review, sound scientific analysis, consistency with DFWMR policies and standards, and quality of work that would be sustained in adjudicatory hearings. Supervise, direct, and train Regional staff reports to this position in the timely and correct on-site delineation of the regulatory boundaries of freshwater wetlands and adjacent areas for landowners, as required under the law and in appropriate methods for conducting work in streams as part of remedial efforts and post flood intervention. Oversee staff efforts to identify violations and provide expert testimony in hearings and trials. Work closely with the Regional Attorney to settle or prosecute the cases administratively, civilly, or criminally.
2. Co-manage the Bureau of Habitat Program review, impact analysis, recommendation of alternatives, and recommendation of mitigation for flood control projects that come under the Fish and Wildlife Coordination Act as well as federal energy projects under FERC (hydroelectric relicensing, pipelines, transmission lines).
3. Actively participate in meetings and work groups with regional and central office Bureau of Habitat staff to discuss programmatic issues; develop program guidance; establish program priorities and collaborate with other regions. Ensure BOH program coordination and communication with Fisheries, Wildlife and other Regional and Division staff. Brief the Regional Natural Resource Supervisor on work group discussions/decisions that are important for regional implementation of the BOH programs.
4. Attend both virtual and in-person meetings for the Greenwood Lake Commission and all other commissions, working groups, governmental, advisory group and other entity meetings as assigned.
5. Review and/or prepare and implement policies and procedures, standard operating procedures, regulations etc. that pertain to the work of the Unit to ensure that staff have clear guidance on how they are expected to do their work, and to ensure their safety in the workplace. Ensure that staff attend and comply with all Department mandated training.
6. As time and resources allow, contribute natural resource input into other programs such as review of remediation sites, natural resource damage needs, and environmental contaminants monitoring as they relate to habitat restoration work.
B. Perform Administrative duties related to co-managing the Regional Bureau of Habitat.
1. Supervise staff and oversee the personnel transactions of the Unit. Ensure that all required paperwork is filed correctly and on time (e.g. timecards, IExpense reports). Ensure that all staff reports have Program Plans and that Performance Evaluations are prepared and submitted in a timely manner. In concert with the Natural Resources Supervisor, make staff assignments to accomplish priority activities.
2. Assist with oversight of BOH fiscal matters. Co-manage the Unit’s budget to stay within the allocated amount. Ensure that purchases are made using proper procedures and ensure timely processing of vouchers. Oversee maintenance of the Unit’s equipment. Track spending and file reports as required.
3. Participate in work planning to identify important work to accomplish in the fiscal year. Submit recommendations for “deliverables” to the regional component of the DFW work plan.
4. Perform all other work activities as assigned
Minimum Qualifications Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position.
Must be able to negotiate difficult terrain.
Must be able to work in adverse weather conditions.
Travel may be required.
Overtime may be required.
Weekends and holidays may be required.
Must be available for emergency response.
Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
