Duties Description ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the Property Manager 3 within the Office of Administration (OOA) in the Office of Information Technology Services, the Contract Management Specialist 2 (CMS 2), SG-23, will oversee all aspects of purchasing for the OOA. The incumbent will be responsible for procuring furniture, equipment, and services, as they relate to ITS office locations within State Office Buildings or in ITS leased location sites across New York State. Experience with NYS Purchasing Guidelines is required.
Specific duties will include, but are not limited to the following:
• Liaise with program managers to identify the furnishing needs for newly acquired locations, existing spaces, or refurbished ITS office locations.
• With program manager input, the CMS 2 will coordinate the furnishing of items identified for the ITS location.
• Solicit for the Request for Information (RFI) and Request for Quotes (RFQ) necessary (via preferred source, on State contract, etc.) for the specified items, ensuring that all state purchasing guidelines are adhered to.
• Work in conjunction with ITS Finance (Budget) to identify funding sources for all necessary purchases.
• Recommend and oversee the submission of all applicable B-1184’s, as well as any budget-related forms, depending on established dollar thresholds.
• Coordinates and provides oversight for the input of all Requests for Procurements (RFP) submissions to the ITS Back Office Services Support (BOSS), ensuring that all necessary information is included for a seamless purchase request. Follows up on all related correspondence to confirm that the purchase is timely.
• Liaise with program managers to ensure the shipment and installation of all procured products, coordinating suitable ship dates and assuring that relevant ITS staff are on-site to receive/oversee product delivery and/or installation.
• Supervise the OOA Purchasing Team, currently two (2) SG-18 positions, to assure that in-line employees assist with above duties and are knowledgeable of the purchasing processes. Staff reporting to the CMS 2 will provide supplemental and back-up support.
• Responsible for reviewing staff procurement card purchasing paperwork and three quotes for accuracy. They will also be required to verify and approve procurement card charges in the Statewide Financial System (SFS) ensuring the budget coding in SFS is correct for each purchase.
• Other purchasing-related and administrative duties as they come up.
• Perform the full range of supervisory responsibilities, as applicable.

Minimum Qualifications Transfer: Open to NYS employees with one year of permanent, contingent permanent, or 55b/c service as a Contract Management Specialist 2; OR who are in a title SG-21 or above deemed administrative under Section 52.6 of the Civil Service Law; OR in a title approved for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two grades.

Reinstatement: If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, there reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission.

55b/c Appointment: This position is eligible for 55b/c designation and candidates with 55b/c eligibility are encouraged to apply. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter. For 55 b/consideration, candidates must satisfy at least one of the Open Competitive qualifications listed above.

Positions located in New York City, will receive an additional $3,400 downstate adjustment location pay with regular annual salary. Positions located in the Mid-Hudson will receive an additional $1,650 adjustment location pay.
