Duties Description Develops detailed scope statements, and documents project requirements for complex projects by eliciting business goals, information needs, and relative priorities from end users, subject experts and others; balances resource alternatives and potential solutions; develops a project schedule including identifying and scheduling project deliverables, milestones, and required tasks using project scheduling software; documents and presents resource needs to agency management and coordinates project activities with those of program areas; may manage project budget using project cost estimating tools; designs and implements quality metrics to analyze project performance; develops project communication plan; compiles detailed project reports and communicates project status to stakeholders; directs or coordinates the activities of project staff; identifies risks and their potential impact on the project; manages contract relationships; makes decisions on changes in project schedule; performs tasks to advance the programmatic goals of the Project Management Office, such as analyzing the performance of projects in a project portfolio or inventory; conducts training on advanced project management topics, such as quality management, and risk analysis; plans and conducts project analysis sessions, such as project close-outs and Joint Application Design sessions; and may supervise lower-level staff.

Non-Competitive Qualifications for appointment under NY HELPS Program:
For appointment to Project Manager 2 you must have:
• A doctorate AND one (1) year of qualifying experience*; OR
• A master’s degree AND two (2) years of qualifying experience*; OR
• A bachelor’s degree AND three (3) years of qualifying experience*; OR
• An associate’s degree AND five (5) years of qualifying experience*; OR
• Seven (7) years of qualifying experience*.
*Qualifying experience for Project Manager 2 must include:
• Planning and at least three other of the management process groups: origination (including governance work intake, portfolio management, capacity demand planning); initiating; executing; controlling; and, closing; and the development of project management deliverables, such as scope statements, schedules, budgets, quality plans, risk plans, and communication plans.
Competitive Minimum Qualifications:
You must be currently reachable on the appropriate eligible list for this title or eligible to transfer to this title under Section 52.6 of the Civil Service Law.
For 52.6 transfer to Project Manager 2, SG-23, you must have one year of permanent competitive, or 55-b/55-c service in an approved title for transfer allocated to a SG-21 or above.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.
Non-Competitive promotion (NCP) qualifications:
You must be a qualified employee of the Office of the New York State Comptroller and have had one year of permanent competitive or 55-b/55-c service as a Project Manager 1 (full journey level, SG-18).
NCP notes:
If the number of interested candidates who meet the promotional qualifications is three or less, the agency; at its discretion, may nominate one or more of the candidates for a noncompetitive promotion without further examination under the provisions of Section 52.7 of the Civil Service Law.
Additional Comments Preferred Qualifications/Knowledge, skills, and abilities:
Experience in project management.
• Experience in supervising staff or work activities.
• Demonstrated ability to prepare, understand and interpret often complex written materials, and design and present curricula to diverse audiences.
• Excellent oral, written and interpersonal communication skills, including demonstrated ability to communicate clearly and effectively to all levels of staff.
• Demonstrated ability to work independently, as well as effectively, in a team environment.
• Experience working successfully on projects in a deadline driven environment where accuracy and attention to detail is required.
Telecommuting: The Office of the New York State Comptroller (OSC) supports telecommuting where it is reasonable to do so based upon the agency’s mission and operational needs. Generally, employees new to OSC will be restricted from telecommuting for at least 8 calendar weeks. After the initial 8 calendar week restriction, if an employee’s primary residence location, duties, and work performance are aligned with telecommuting and operational needs they may be allowed to do so. Generally, OSC employees may telecommute up to 5 days per pay period but may be approved to telecommute less.
