Duties Description The Licensed Psychologist will serve as the Assistant Director for the Bureau of Technical Support (BTS). BTS is part of OPWDD's investment and initiative in supporting voluntary provider agencies in their work with children, adolescents, and adults who have intellectual and/or developmental disabilities (I/DD) and have complex behavioral and/or medical support needs that have challenged voluntary providers. BTS delivers clinical consultative services to assist with these complex situations, addressing systemic barriers, and maintaining health and safety for people being served. While clinical consultation services may initially center around a person in crisis, clinical and regulatory guidance specific to a person is then leveraged with the voluntary provider to effect systemic changes that support the provider in serving other people with complex needs. As Assistant Director, the selected candidate will review the person's needs and/or the needs of the voluntary provider and to serve on behalf of the Bureau as a liaison between Central Office, Regional Office, and community partners.
As the Assistant Director of the Bureau of Technical Support, the Licensed Psychologist will provide clinical and administrative oversight to the BTS field clinicians across the state - supervising, reviewing, and implementing policies and standards of the Bureau. The Assistant Director of the Bureau of Technical Support will understand federal and state regulations and policies that impact the care of people with I/DD, to ensure recommendations offered to voluntary providers are not only consistent with clinical best practice standards but also inclusive of regulatory requirements. The selected candidate will provide leadership that focuses on developing voluntary provider expertise in support of people with complex needs and I/DD to foster independence and to assure that individuals are served in the least restrictive setting. The work of the Assistant Director, and the bureau under the Director's leadership, meets OPWDD's core mission by assisting people to live richer and more independent lives through the provision of clinical consultation to voluntary providers. The clinical consultation provided strengthens the workforce, enhances person-centered
supports and services, and is essential to the health and safety of people with developmental disabilities who have complex needs.
This position requires direct experience working with individuals with developmental disabilities who present with complex behaviors and co-occurring mental health diagnoses, a strong knowledge of the supports and services provided by OPWDD and the regulations guiding their implementation, experience conducting, developing, writing, and/or reviewing psychological assessments and treatment plans, expertise in progress monitoring and data analysis, crisis prevention and intervention, and familiarity with other community-based service settings (e.g., individual/family homes, public and residential educational programs, mental health programs and services).
The Assistant Director will report to the Director of the Bureau of Technical Support (BTS). This position will lead the BTS field teams and consult with voluntary providers in need of clinical consultation. The role will be responsible for using evidence-informed best practices, a trauma-informed and responsive approach, and commitment to cultural humility, through duties including but not limited to:
· Demonstrating clinical leadership, program management, and training in the prevention, diagnosis, and treatment of co-occurring disorders. that people with developmental disabilities may experience (e.g., mental health, behavioral health, substance use).
· Providing clinical and administrative supervision to unlicensed psychology and/or other staff.
· Conducting assessments to assist in the evaluation of service needs.
· Developing and conducting training for clinical staff, voluntary providers, and the community.
· Developing, reviewing, and/or finalizing consultation reports, to include formal recommendations that promote individual and systemic service outcomes in manner consistent with clinical best practice standards and inclusive of regulatory requirements.
· Serving as a liaison between Central Office, Regional Office, other state agencies, and voluntary providers serving people with complex and challenging support needs.
· Engaging in systemic discussions and solutions across state agencies and community support providers to effectuate needed change in how services are accessed and delivered for people with co-occurring diagnoses.
· Traveling as needed to complete on-site observations, meetings, and to support bureau operations. Travel percentage is an estimated average of 60% or more; actual travel time may vary to support the needs of the bureau.
· Reporting to Central Office at 44 Holland Ave, Albany 1-2x per month, in addition to case-specific travel.
· Completing other duties, as assigned by the Bureau Director.

Minimum Qualifications Candidates must be licensed and currently registered by New York State as a Licensed Psychologist.
Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.
At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.
• Posted Hiring Salary includes the sum of statutory hiring rate for PS&T Grade 25 ($96,336), Increased hiring rate ($25,077), Geographic Pay Differential ($20,000), and Downstate Adjustment ($4,000). The Geographic Pay Differential and Downstate Adjustment are also applied to the posted Job Rate ($121,413).
