Duties Description The Administrative Assistant 1 provides administrative, and staff support to Human Resources Management. The duties of the position include, but are not limited to, the following:
• Managing calendars, scheduling meetings, and coordinating letters for Labor Relations matters.
• Preparing and editing communications, reports, and memos.
• Acting as the central liaison between unit leadership, internal divisions, and external entities.
• Coordinating logistics for in-person and virtual interview/interrogation sessions, including room setup, virtual meeting setups, materials, and material processing.
• Providing customer service via phone and email, managing the Labor Relations mailbox, and fielding inquiries related to policies and procedures.
• Intake of Workplace Violence and incident reports received from employees in the Agency, including tracking progress of related investigations.
• Scheduling and coordinating with Union representatives and the Office of Employee Relations regarding interrogations and disciplinary proceedings of staff.
Minimum Qualifications NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
NON-COMPETITIVE MINIMUM QUALIFICATIONS:
The minimum qualifications for Non-Competitive appointment are:
Administrative Assistant Trainee 1:
Six months of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training at the Trainee 1, you will automatically advance to Trainee 2.
Administrative Assistant Trainee 2:
One year of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration. To be advanced to the full performance level of this title you must successfully complete a set training and development program. Upon satisfactory completion of the 12-month training as a Trainee 2 you will advance to the full level of this title without further examination.
Administrative Assistant 1:
Two years of experience in administrative support, which includes use of office software (e.g., email, word processing), provision of customer service, business writing, and/or office administration.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
70.1 TRANSFER QUALIFICATIONS:
One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 6 or higher eligible for transfer and determined to be similar by Civil Service.
Some titles eligible for transfer require special qualifications, if applicable the special qualifications are:
Appointment may be made at a traineeship level (Administrative Assistant Trainee 1, NS equated Grade 8, and Administrative Assistant Trainee 2, NS equated Grade 10 leading to Administrative Assistant 1, Grade 11). Candidates appointed to the Trainee 1 level will be required to complete four mandatory courses during the first year of the traineeship and four elective courses in the second year of the traineeship in four competency areas. Candidates appointed to the Trainee 2 level will be required to complete four elective courses prior to advancing to full title. The courses are offered to CSEA and M/C employees through the New York State & CSEA Partnership. Equivalent coursework may be accepted in lieu of these courses as determined by the Department of State (DOS). Trainees will be able to complete the courses either through classroom or online training and webinars, or equivalent offerings through another entity as determined by the agency.
For transfers, a list of approved titles is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.
55 B/C APPOINTMENT: This position is eligible for 55B/C designation and candidates with 55B/C eligibility are encouraged to apply. Candidates must meet any open competitive minimum qualifications and must submit their current 55B/C eligibility letter along with their application.
PREFERRED QUALIFICATIONS: Prior experience working in a Human Resources Office.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
