Duties Description Under the direction of a Program Manager, Project Manager 3 will be assigned to the Programs and Planning Bureau within the Chief Strategy Office (CSO) and will serve as the Program/Project Lead responsible for managing Chamber priorities, multi-agency initiatives, and business value development across ITS clients. The incumbent will work to complete program/project deliverables and product releases on various assigned program/projects, collaborating with various organizational verticals across ITS and Client Agencies to ensure business needs, program/project scope, schedule, and budgets and quality plans are developed and executed. The incumbent will apply advanced PM experience in developing PM Artifacts involving program/project deliveries and will participate in product research, development, implementation, and releases for ITS clients, collaborating with various partners such as CSO/ITS Shared Services teams, State Agencies or other entities such as Public Authorities, and local governments.
• Lead program activities that deliver business value for agencies based on approved initiatives and projects and collaborate with various teams on product and service-focused business partnership development, leveraging robust product and service catalogs and proposed IT solutions based on thoroughly-documented business cases.
• Manage/lead large program projects throughout the program/project management lifecycle (Initiating through Closeout) following ITS and industry standard methodologies (Agile, Hybrid) and ITS approved Secure System Development Lifecyle (SSDLC).
• Assemble, establish, and lead program, project/product implementation teams and create/manage central program repository site (SharePoint/Teams) for all PM artifacts.
• Oversee enterprise multi-agency, multi-year initiatives that have multiple delivery dates and expectations and ensure successful phased solution implementations
• Develop and manage program/project/product baseline artifacts (e.g., Program Roadmap, Scope, Schedule, Budget, Quality, Resource, Communications, Change, Risks/Issue Management Plan) collaborating with cross-functional team(s) to ensure subject matter experts’ (SMEs) input and demonstrating experience in MS Project, Visio, PowerPoint, Word, Excel, and other standard ITS work collaboration tools/applications/systems
• Develop and manage program/project executive (ITS Executive/DOB/Chamber) status reporting following established Stakeholder Communication Plan (e.g., cadence, report type/medium, target audience).
• Develop, manage, and monitor project schedules using advanced MS Project experience to identify milestones, dependencies, and critical paths, and identify alternatives for accommodating resource conflicts and/or compressing schedules, if required, and any risks associated with those alternatives.
• Partner with executive management and project teams regarding budget strategy, budget planning, tracking, and managing all aspects of cost management for priority initiatives.
• Develop/manage program budget and oversee formal communications with ITS/DOB on budget spend report.
• Perform program/project health checks and use standard KPIs to preform metrics reporting
• Lead quality assurance for complex deliveries, based on internal metrics management expectations.
• Manage program and project records in the service delivery system (ITSM) and ensure upkeep and accuracy of information for data quality & integrity.
• Oversee detailed reporting, forecasting, funding agreements, procurement activities, change management, project planning, execution, monitoring, and controlling activities for assigned initiatives.
• Lead issue resolution activities related to projects, programs, and resourcing constraints
• Collaborate with SMEs in IT product/solution research and documentation of proposals with cost benefits analysis, roadmaps/forecasting, procurement, partnership opportunities and alternatives
• Provide support/back-up to CSO/PPB Leadership as designated.
• Mentor Project Managers (PM1 & PM2 Level) with the hard and soft skillsets required for the effective management of large and complex projects and initiatives.
• Develop strategies to complete the work required for the growth of the body of work for specific agencies, including business value development and executing a portfolio of projects and initiatives that delivers successes for the agencies and ITS, as aligned with Chief Strategy Office goals.
• Collaborate with ITS leadership and multiple teams on continuous improvement efforts such as standards, process, and training
• Participate in governance and Annual Technology Planning as needed by CSO Leadership
• Demonstrate professionalism and thorough understanding of methodologies to help resolve issues and conflicts
• Develop working relationships and represent the Chief Strategy Office (CSO) and ITS Executive Team positively in a variety of venues and champions effective communication and collaboration
• Oversee consultants, project staff, and other staff within the CSO as assigned
• Perform full range of supervisory responsibilities

Minimum Qualifications Open to NYS employees with one year of permanent competitive service as Project Manager 3, SG25, (previously known as Project Manager 2, SG25) OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.
